The relationship between ASME Volume VIII-1 and Volume VIII-2

Volume 8-1 covers rule design; why does Volume 8-2 include rule design in addition to analysis design? Why not place the rule design from Volume 8-2 in Volume 8-1? What is the difference between the rule design of Volume 8-2 and that of Volume 8-1, or in other words, how can it replace the rule design of Volume 8-1 to become another set of construction rules?
My view: The allowable stress specified in the design section of ASME-8-2 is consistent with the allowable stress used for analytical design, unlike the allowable stress in ASME-8-1
Ultimately, it is the safety factor; rule-based design and analytical design are different
ASME Volume Ⅷ-1 and Volume Ⅷ-2 are independent of each other; they form separate systems, yet both can solve problems. . .
