A total of 6 companies participated in the bidding, namely: China Aerospace Changzheng Chemical Engineering Co., Ltd., Huisheng Engineering (China) Co., Ltd., China Global Engineering Corporation, China Tianchen Engineering Co., Ltd., China Wuhuan Engineering Co., Ltd., and Sinopec Ningbo Engineering Co., Ltd. The bid opening meeting is concluded after procedures such as confirmation of the submission of bid documents, inspection of their sealing, bid opening, reading out of the bids, and confirmation of the prices. Zheng Dawei, chairman of Guizhou Yufu Company, said that the Energy Bureau has included the project for producing 2 million tons of coal-based clean fuels per year in Bijie within the energy strategic development plan for the 13th Five-Year Plan period. Additionally, several large-scale coal-based clean fuel projects in China are also about to be completed and put into operation, which lays a foundation for the implementation of the Nayong coal-based clean fuel project. The project has now reached the implementation phase prior to construction commencement. It is hoped that everyone in Nayong, together with Yufu Company, will work together to advance the project and achieve full commencement by the first half of next year. Peng Huachang, Secretary of the Nayong County Party Committee, emphasized that the project to produce 2 million tons of coal-based clean fuels per year in Bijie should see accelerated progress in the preliminary preparation work. Relevant departments are to speed up the environmental impact assessment for the base’s planning and the completion of the necessary approval documents, as well as to handle land acquisition, demolition, and infrastructure construction promptly, so as to enable the project to start as soon as possible. In terms of land resource allocation, it is necessary to make full use of the opportunity provided by the National Land Department to assist Nayong, and strive to obtain its support. The county’s land management department should provide follow-up services; careful planning and scientific coordination are required to accelerate the process of project development and financing. At the same time, it is important to strengthen communication and coordination with enterprises. On August 31, Guizhou Yufu Energy Development Co., Ltd. signed a tripartite strategic cooperation agreement with the People’s Government of Bijie City and the Guizhou Branch of Industrial and Commercial Bank of China. The agreement stipulates that the Guizhou Branch of Industrial and Commercial Bank of China will provide Yu Fu Energy with 5 billion yuan in indicative financing support. On August 19, the Yangtze River Water Resources Commission held a meeting in Wuhan to review the report on the assessment of the discharge outlet locations for the 2 million tons per year coal-based clean fuel project in Bijie, Guizhou. The conclusion was that the report was approved, with revisions required before it could be submitted again. On August 16, the Guizhou Provincial Development and Reform Commission issued the \"Minutes of the Meeting on the Bijie Coal-to-Clean Fuel Project\" (Document No. Qian Fa Gai Neng 1254). These minutes outlined measures regarding the project schedule, the assurance of coal resources, the fact that the land area required for the project exceeds the amount approved in the preliminary review, the protection of aquatic life affected by wastewater discharged into rivers, and the construction of supporting gas stations. On August 9, the Development and Reform Commission of Guizhou Province submitted to the **Development and Reform Commission a request titled \"Request for Review of the Energy Efficiency Assessment Report for Guizhou Bijie’s 2 million tons per year coal-based clean fuel project carried out by Guizhou Yufu Energy Development Co., Ltd.\" (Document No. Qian Fa Gai Huan Zi 1217). Among them, the upgrading demonstration task assigned to the Yufu Bijie (Nayong) project is “Demonstration of clean and efficient utilization of high-sulfur coal”. On July 14, the Yufu Bijie (Nayong) project organized six companies—including Sinopec Ningbo, China Tianchen, Huisheng Engineering, Aerospace Changzheng Chemical, China Wuhuan, and China Huanqiu—to conduct on-site inspections in Shabao Township, Nayong County. A preparatory meeting for the gasification bidding was held in the command post’s conference room, with representatives from the bidding agency Chengdu Hengrui, the design firm Zhongke Zongtu, China Municipal Southwest Institute, and the provincial geological survey institute in attendance. On April 15, the Guizhou Provincial Party Committee held a meeting to discuss matters related to the support needed for Bijie’s \"coal-to-oil\" project. It supports the development of new energy projects in Bijie, helps to coordinate the approval by the **Energy Bureau of the ‘Plan for the Bijie **-level New Energy and Chemical Industry Base (2014–2025)’; approves the ‘Resource Assurance Plan for the 6 million tons per year coal-based clean fuel project in Bijie’; and allocates 500 retail outlets for oil products to serve this project across the province. On March 31, the report on the soil and water conservation plan for the 2 million tons per year coal-based clean fuel project in Bijie, Guizhou Province, was approved by the Soil and Water Conservation Monitoring Center of the Ministry of Water Resources in Nayong County, Guizhou Province. The review result is: the proposal prepared generally meets the provisions and requirements of relevant technical specifications, and has reached the depth appropriate for the feasibility study stage. In April 2014, the coal indirect liquefaction oil production project in Bijie, Guizhou, received the necessary approval in the form of a reply from the General Office of the National Development and Reform Commission, which granted consent for the project to proceed with its preliminary work. The project is located in Nayong County, with an annual production capacity of 6 million tons of oil products and related chemical products. The total investment amounts to 100 billion yuan, making it the largest coal-to-oil project planned to date. The project will be constructed in two phases. The first phase of the 2 million tons per year coal-to-oil project is planned to require an investment of 34 billion yuan. The project owner is Guizhou Yufu Energy Development Co., Ltd. (Yufu Energy), with a registered capital of 50 million yuan. Chongqing Yufu Asset Management Group Co., Ltd. (Chongqing Yufu) holds 40% of the shares. KESY Oil Technology Co., Ltd., which has backing from the Shanxi Coal Chemistry Research Institute of the Chinese Academy of Sciences as well as enterprises such as Inner Mongolia Yitai Group and Shenhua Group, holds a 10% stake in Yufu Energy.
