Pressure-containing parts other than the fan housing, but including accessories, shall be tested hydrostatically using a liquid at a pressure of at least 11/2 times the maximum allowable working pressure, and in any case not less than a gauge pressure of 1.5 bar (20 psig). What does this sentence mean? (I understand the English meaning, so no translation is needed.) Is it necessary to apply hydraulic pressure to the fan housing? If not, why?

All pressure-bearing components (except the fan casing, including all accessories) should undergo a hydrostatic test, with the test pressure being at least 1.5 times the maximum allowable pressure, but not less than 1.5 bar gauge pressure. This is API673, right? It seems that the casing doesn’t require a hydrostatic test; I’ll do some research on it
