Recommended flow rate

Is the recommended flow rate in the Chemical Process Design Handbook the flow rate under normal temperature and pressure?

For example, in the case of steam, there is saturated steam at different pressures, each with a corresponding saturation temperature, or there is superheated steam. Another example is heavy oil, which needs to be heated to a certain temperature in order to have sufficient fluidity.
The recommended flow rate is not that at normal temperature and pressure, but rather the flow rate of the medium under actual operating conditions.
Flow rate is related to pipe diameter, flow volume, and pressure density. The values given in the book are only for reference. The reference value under a certain operating condition.
