Second, production safety accidents are accidental. Although every accident has its inherent inevitability, as a whole it remains accidental. This contingency determines that it is not the main contradiction or the primary aspect of the production process. Third, production safety accidents are, after all, low-probability events. Getting the relationship between safety and production right means not overemphasizing the importance of one aspect while ignoring the importance of another. It is necessary to use Marxist philosophy to conduct a scientific analysis of a particular industry, enterprise, or situation, to determine which aspect—safety or production—is the primary contradiction and which is the secondary one, so as to find ways to solve the problems. To prevent a situation where production is prioritized over safety, or vice versa. People pursue a goal in all production processes, and that goal is “convenience” (ease, suitability). It is necessary to analyze which production activities and which companies are likely to encounter problems, what the probability of such problems is, the severity of the accidents that may occur, when the likelihood of problems is highest, why such problems arise, whether they can be reduced or avoided, and what methods can be used to do so ; Research the issues of how to ensure proper “steering” and protection for economic development, so as to take practical and effective measures to improve work safety.
As mentioned above, the concept is the problem.
