Classification of fire hazard levels for pure substances after dilution

Hello everyone. According to the fire protection regulations for the petrochemical industry and building fire protection codes, the scope applies to substances with flash points at different levels. But how should we define certain mixtures or diluted pure substances? Is there any relevant standard for this? For example, butanol is classified as Category A; what about a 60% butanol mixture? What about a 10% butanol mixture? What do you all think?

If it is in a solution form of volatile substances, it is possible to measure or calculate its concentration in the air, and then compare it with the lower explosion limit of the pure substance.
