In terms of urban and rural distribution, fires in cities and county towns account for a slightly higher proportion, while the fatality rate from fires in rural areas is higher. The public security fire brigades have a heavy burden of social rescue and assistance tasks. From January to October, the public security fire departments responded to 1.013 million calls, deploying 10.33 million personnel and 1.747 million vehicles. In particular, during the firefighting operation at the Deqiao Chemical Storage facility in Zhenjiang, Jiangsu, on April 22, the public security fire brigade mobilized over 1,300 officers and soldiers from the fire departments of Jiangsu and Shanghai, as well as those from Nanjing Non-Commissioned Officer School, along with 164 fire trucks to handle the situation. After 18 hours of intense efforts by these firefighters, the fire was extinguished, thereby protecting 139 hazardous chemical storage tanks and an area of dozens of square kilometers around them. In terms of disaster relief, from March to September this year, 13 provinces in central and southern China experienced heavy rainfall and severe flooding, posing a serious threat to the lives and property of the local population. The public security fire brigade responded immediately to the alert and remained at the forefront of flood control, disaster relief efforts, rescuing and evacuating a large number of people. According to statistics, during the flood season, the public security fire departments participated in 14,135 flood control and rescue operations, deploying 25,600 vehicles, 122,400 personnel, rescuing 44,800 people in distress, and evacuating 179,000 people. Progress in handling criminal cases: Since 2016, the fire protection agencies under the public security departments across the country have initiated legal investigations into 85 fires that met the criteria for being classified as fire incidents or accidents resulting from negligence in fire safety, which is 18 more cases than the total number of cases investigated last year. Among them, 76 cases were filed for the crime of arson, and 9 cases were filed for the crime of fire safety negligence; 41 persons responsible for the fires or managers of the organizations where the fires occurred were held criminally liable. Significant progress has been made in handling criminal fire cases. Since 2013, public security and fire departments across the country have, in accordance with the \"Provisions of the Supreme People’s Procuratorate and the Ministry of Public Security on the Standards for Filing Cases and Prosecuting Criminal Cases under the Jurisdiction of Public Security Organs,\" initiated investigations into 540 fires that met the criteria for prosecution under the jurisdiction of fire safety authorities. Of these, 510 were cases of arson, and 30 were cases of fire-related liability accidents. There have been 146 cases that resulted in judgments; of these, 128 were fire accidents, with 137 people held accountable for the crime of arson.
