Can installing a steam temperature reducer in the steam pipeline be considered an energy-saving renovation?

Due to the increased superheat temperature of the steam in the power plant, the company installed two steam temperature reducers this year. Now, the department needs to tally the energy-saving projects from 2016. The purpose of installing a temperature reducer is to improve heat exchange efficiency, with an additional energy-saving effect as well. I’ve calculated that the temperature reducer can help save approximately 2.3% of steam usage. Is it possible to submit this project for approval?
The desuperheater is a common means of adjusting the steam quality, but it does not conform to the principle of hierarchical energy utilization; therefore, when an equivalent value is high, considering increasing the capacity of the turbine is advisable.

Our steam has a flow rate of 10 t/h, a pressure of 1.2 MPA, and a temperature of around 210°C; when the pressure is reduced to 0.5 MPA and the temperature to 160°C, can it still be used in a steam turbine, aside from the pressure and temperature reductions?
