Due to the construction of the project without prior approval, the Environmental Protection Department of the Xinjiang Uygur Autonomous Region issued two orders in November 2014 and April 2015, ordering the suspension of construction and imposing fines. Construction progress: Construction began in June 2011, and site grading was completed in July 2013. Equipment installation has been completed: 5 gasifiers, 2 Fischer-Tropsch synthesis reactors, boiler drums for #1 and #2 boilers, etc ; The civil structure work for the plant site began in July 2014, and to date the following has been completed: 1. The frame of the air separation unit’s air coolers, the foundations for the compressors, the foundations for the cryogenic tanks, and the foundation for the air separation pump room. 2. The gasification unit features a 6-layer concrete gasification frame; the slag treatment system has a 1–2 layer frame; the coal grinding plant and feeding plant have foundations as well as a 1-layer frame. 3. Some of the framework for the purification unit and the tower foundation. 4. The synthesis unit constructs the framework of layers 1–3 of the synthesis plant, as well as the pipe galleries and equipment foundations for the decarburization unit. 5. Framework foundations for the oil processing and liquid storage and transportation facilities, as well as foundations for the intermediate tank area and the finished product tank area. At the same time, the construction of the plant’s primary water supply and drainage network as well as the main structure of the production fire water tank has been completed. The area in front of the factory and the warehouse area have been built.
