Material selection for horizontal condensers

What material should be used to manufacture a horizontal condenser with seawater in the shell side and liquid ammonia in the tube side?
Seawater is highly corrosive. It is recommended to change the media in the tube and shell sides; carbon steel inner anti-corrosion tube bundles can be used. Otherwise, choose a titanium tube bundle.
The medium in the shell and tube sides cannot be changed; it is used on ships, so seawater must be used.
Can 316L be used for the pipe lining? Or Q345R surfacing with 316L. Carbon steel is sufficient for the shell side, but for ammonia with CO2, stainless steel would be used instead
You can simply choose 316 stainless steel; tube-type condensers are not very expensive either.
