Fire accident at the Art Kindergarten affiliated with the Jiangxi Radio and Television Development Center I. Course of the incident At around 9 p.m. on June 4, 2001, the children in Class 6 of the Art Kindergarten, which is under the jurisdiction of the Jiangxi Radio and Television Development Center, went to bed. At around 21:10, Yang Huizhen (female, 26 years old), the homeroom teacher of Class 6, lit 3 coils of mosquito repellent (Xialing brand low-smoke special mosquito repellents produced by Wangjiajing Daily Chemical Factory in Zhuji City, Zhejiang Province) and placed them on the floors of the three north-south corridors between the beds. At around 22:10, Yang Huizhen went up to the teachers’ dormitory on the third floor to sleep. Before leaving, she told Wu Zhiying (female, 25 years old), the nurse on duty that night, “I’ve lit mosquito coils; be careful.” At around 23:10, Ni Yongchen, the kindergarten’s education supervisor (female, 53 years old, and the person in charge on that night), along with Jue Yunyun, the on-duty health doctor (female, 56 years old), went to Class 6 and found that mosquito coils were being used there. At that time, Ni Yongchen asked Jue Yunyun, \"What impact does burning mosquito coils have on young children?\" He replied, “It has an impact on infants’ respiratory tract.” ”Ni asked Wu Zhiying to open the bedroom window to keep the air circulating. Wu Zhiying replied, “The window is already open.” ”Subsequently, Ni and Jue left. At around 23:30, Wu Zhiying, the caregiver for Class 6, left the dormitory of that class to go to the bathroom to take a shower and do laundry. After that, she went to the activity room to number the towels for the children, and did not return to the dormitory for about 45 minutes to check on things there. At around 0:15 on the 5th, Wu Zhiying heard a ‘pop’ sound coming from the dormitory room in the activity room; she then entered the children’s dormitory and found that the quilt on bed number 16 belonging to Gong Junjie, as well as the pillow on bed number 14 belonging to Luo Wenkang, were on fire. Wu Zhiying immediately carried Gong Junjie out of the dormitory and went outside Class 6 to call for help, after which she rescued 3 more students from that dormitory room. At that time, the fire in the dormitory had grown quite large. The soldiers from the ** squadron stationed at the radio and television station, as well as the staff from the kindergarten, used basins to fetch water from the washrooms to put out the fire, while also using the indoor fire hydrants to spray water on the flames. The fire caused the death of 13 children aged 3–4 (7 males and 6 females), with 1 person suffering minor injuries ; 2 wall-mounted air conditioners, 29 children’s beds and bedding were burned or damaged; the area affected by the fire was 43.2 square meters, resulting in direct property losses of 13,463 yuan. II. Analysis of the accident cause: (1) The fire was caused by a mosquito coil lit in the hallway next to bed No. 16 in Class 6, which ignited the quilt placed on the bed frame. (2) The park’s fire safety management system is inadequate; there is no emergency fire-fighting plan, no training program for staff, and no designated persons responsible for fire safety in various departments. (3) Some teachers and caregivers have not received training before starting work, lacking the necessary knowledge of fire safety as well as skills for extinguishing fires and saving themselves. III. Results of the investigation into the fire accident: The homeroom teacher of Class 6, the caregiver for Class 6, and the director in charge of education and care at the kindergarten are suspected of committing the crime of causing a serious accident through negligence. The director of the Provincial Radio and Television Development Center, who also serves as the principal of the kindergarten and the legal representative, is suspected of neglecting his duties. With approval from the Nanchang People’s Procuratorate, arrests were carried out and judicial proceedings were initiated.
