What if the client insists on a design that does not comply with the standards? For example, the standards require or recommend it, or the standards are not mandatory requirements.
Design responsibilities**: there must be no compromise when principles are violated; for those aspects where negotiation is appropriate, it can be done, but other regulations must not be breached
Although regulations are fixed, in real life it is ultimately the owners who hold ultimate authority. In order to distribute new responsibilities, changes can be made according to the owners’ requests if they are not mandatory provisions (as long as they are not illegal); however, mandatory provisions cannot be altered, and it is necessary to explain to the owners why such provisions are not suitable. All changes must require the owner to submit written documentation of the changes for record-keeping, which may be beneficial to them.
