The company’s newly built underground water supply network uses PE pipes, which are welded together by heat fusion. Is it a viable approach where the material supplier provides the construction machinery, conducts a few days of training on-site, and then lets the construction team carry out the work on their own? Is a license required to perform hot melting of PE pipes?

For water supply pipes, it seems there are no strict requirements. For gas PE pipes, personnel must hold the required certification to work on them.

Why don’t you ask the material manufacturer whether they have their own workers for welding? Generally they have them, but it seems you have to pay; it’s basically 6% of the cost of the materials
