Calculation of heat exchange tube thickness

I would like to ask: In GB151, it is stated that \"the thickness of the heat exchange tubes should be calculated using the outer diameter formula specified in GB150.3–2011\". Why is it necessary to use the outer diameter formula?
Aren’t pipes generally specified by their outer diameter, as that makes calculations easier?
The heat exchange tube refers to the outer diameter X wall thickness.....

The deeper reason might be that the outer diameter calculation provides a small safety margin for strength, while also avoiding the need for repeated verification calculations; after all, theoretically, using the mean diameter would be the most accurate method. Because the specifications for the heat exchange tubes are determined based on the outer diameter; wouldn’t it be unnecessary to first calculate it using the inner diameter and then convert it to the outer diameter?
