After the chemical plant was built, it remained unused for over 3 years; do all the valves that were installed need to have their packing replaced now that operations have resumed?
That won’t work; in addition to the packing, the sealing surface also needs to be checked. The valve has to be removed and replaced – the original one isn’t reliable
There’s no need for that; aren’t there maintenance workers who check the instruments? Generally, valves don’t need to be serviced every three years, so it’s not a big issue. Just pay extra attention to the valves in critical locations
This depends on the specific circumstances; it’s best to check the valve, as it should be fine under normal conditions!
Before resuming operation, all equipment on site, including valves, must undergo a gas-tightness test; if there is no leakage, then it’s fine, but if there is leakage, the packing needs to be replaced. High-temperature valves should preferably be heat-tightened. Prevent filler leakage.

Conduct a leak test to determine what material the valve packing is made of and whether it has aged; sufficient pressure should be applied during the leak test.
