Question: During project construction, engineering liaison forms are often used, but they can be a bit messy when filled out. The section for handling suggestions is sometimes filled out by the client, and sometimes by the design institute; it seems that there are no clear guidelines regarding how to fill out form 3503 either. The handling suggestions are generally filled in by the design unit!
In my opinion, the person whose name is listed as the recipient in the table should be the one to fill in the handling comments. Generally, matters related to drawings are sent to the design institute, while those related to costs, approvals, etc. are sent to the project owner. It may be sent to the supervision unit, and in particular, after being signed, it will be forwarded to the relevant units for their feedback.
