In accordance with the requirements of the \"Guidelines for the Implementation of Process Safety Management in Chemical Enterprises\" (AQ/T3034-2010), chemical enterprise safety management should be strengthened comprehensively in various aspects, including the timely collection of safety information on hazardous chemicals, conducting hazard analyses of chemical processes, improving operating procedures, enhancing personnel training, strengthening the safety management of contractors, improving the management of special operations such as hot work and entry into confined spaces, ensuring the integrity of mechanical, instrumentation, and electrical equipment, guaranteeing the reliability of utility systems, implementing change management, conducting safety reviews for pilot production, handling accidents, and managing emergency situations. This approach aims to gradually improve the level of process safety management in chemical production. Gradually implement regular HAZOP analyses (once every 3 to 5 years) for chemical production facilities. Reference: AQT 3034-2010 Guidelines for the Implementation of Process Safety Management in Chemical Enterprises, 4.2.3 Frequency and Update of Process Hazard Analysis. Enterprises shall conduct a process hazard analysis during the construction of process units in order to identify, assess, and control hazards associated with the process systems; the method selected should be appropriate to the complexity of the process systems. Enterprises should re-verify and update the process hazard analyses completed previously every three years; for processes involving highly toxic chemicals, the frequency of evaluation for existing installations can be determined in accordance with the regulatory requirements. And HAZOP is just one of the process hazard analysis methods, so I personally prefer to do it once every three years.

Some are merely working methods, such as the use of management tools; those with mandatory regulations must be followed, but many can be controlled by oneself. It’s like drawing up a work plan, setting work goals, and adjusting the focus of work as appropriate, and so on.

This is just a **standard, that is, the minimum requirement; of course, companies can set their own schedules based on actual circumstances. It can be done once a year or even more frequently. In my opinion, there’s no need to do it so often. At the beginning of a project, a shorter interval may be sufficient, as many aspects at that stage are merely hypothetical and may not correspond to reality. Once the project becomes more stable, an interval of longer duration can be used, as this is when it’s necessary to confirm any changes that have occurred during production, and to re-verify those changes.

The key question is: what is the basis? What is it statistically then?
