Due to the shutdown of the plant in winter, all coolers had their circulating water stopped and were flushed with purified air. But I’m not sure if the water is drained cleanly; could this lead to some safety issues in winter? Here, the lowest temperature in winter is well below minus 20 degrees

Do you mean leave it all completely open?
The equipment and pipes have drain ports at the bottom.
Blow it out with air; otherwise, the pipe ends are prone to freezing damage.
Check whether the discharge at the opening site has been completely emptied
