Working principle of the condensate tank balance line

The condensate tanks of the units are all equipped with a balance line for the return steam pipeline. What is the purpose of this balance line? How does it achieve balance? How is the medium flow direction?

It balances the pressure between the condensate tank and the reboiler, and the heat exchange area of the reboiler can be controlled via the liquid level in the condensate tank.
