The safety countermeasures for safety assessment are the technical and managerial measures that design and production units are required to adopt during the design, production, and management of construction projects in order to eliminate or reduce hazardous and harmful factors. They represent the measures aimed at ensuring safety and health throughout the entire production and working process, thereby preventing accidents and occupational hazards throughout the production cycle. 　　I. Basic requirements for safety countermeasures: (1) Capable of eliminating or reducing the hazardous factors that arise during operation ； 　　(2) Reduce the likelihood of hazardous and harmful factors to an acceptable level ； 　　(3) Preventing dangerous and harmful factors resulting from failures in production equipment and operational errors by staff ； 　　(4) It can effectively prevent major accidents and occupational hazards during operation ； 　　(5) In the event of an accident, it can provide conditions for victims to save themselves and help one another. 　　II. Principles for formulating safety countermeasures: (1) When there is a conflict between safety countermeasures and economic benefits, priority should be given to safety countermeasures, following the order of elimination, prevention, mitigation, isolation, and warning ； 　　(2) It is targeted, actionable, and economically reasonable ； 　　(3) The countermeasures shall meet the relevant requirements of **standards and industry safety design regulations. 　　Safety countermeasures mainly include: safety technical countermeasures, safety management countermeasures, and emergency rescue plans for accidents.
