Does the HG20592-2009 PN standard welded flange with neck not have an inner diameter parameter?

The HG20592-2009 PN standard wafer butt weld flanges do not have inner diameter parameters, whereas the corresponding flat face weld flanges do specify the inner diameter of the flange. Is it due to the fact that the thickness S of the neck is an uncertain value? The inner diameter of the flange at the site, also DN80, is less than 70 as well.
