In mandatory standard specifications, what does “preferable” mean – is it mandatory to use it, or are there any special circumstances allowed?

As explained in the regulations, “should” denotes a non-mandatory requirement; it means that it is advisable to do so under normal circumstances, but it is not necessary to follow this in special cases
I think the same way; it’s best to do so if conditions permit, but it’s not necessary if they don’t.
The use of these terms is recommended but not mandatory.
