Temporary power supply projects must undergo acceptance by the departments responsible for their preparation and review, as well as by the user unit; they can only be put into use after passing such acceptance. This is a mandatory requirement, yet it has not been enforced to date – in fact, the construction units do not follow the construction plans at all when carrying out installations! There is no joint inspection at all by the department responsible for preparation, review, and approval, as well as by the user units; various defects are only discovered after use begins! Is it the same where you are?

More or less, especially for sub-projects, many things are added afterwards.
We have very strict management systems in place for temporary electrical installations here. Before the project is launched, it must be prepared, reviewed, and approved, followed by joint inspection by the relevant departments and the user units. It can only be put into use after safety compliance is confirmed. If it is found that the installation does not comply with the construction organization plan, its use will be stopped immediately and corrective actions will be taken to ensure the safety of the project and compliance with standards. It seems that the situation on your end indeed requires improved management and oversight. .
The output isn’t high. What’s more important is to determine how much of the temporary electrical construction plan for the current project can actually guide the work; the person responsible for preparing such a plan should be an electrical engineer. The situation regarding the staffing available at the project or company, as well as the technical skills of the staff, and the extent to which the plans are actually followed on site, are less significant issues. What’s concerning is that many construction sites have subcontractors or work teams that lack qualified, certified electricians.
