Under what conditions should a slightly open safety valve be selected?

As I understand it, when the diameter and starting pressure are the same, the discharge capacity of a fully open safety valve is definitely much greater than that of a slightly open safety valve. So can I assume that, in practical terms, a slightly open safety valve functions like a fully open safety valve with a smaller diameter? In applications where a stable operating pressure is required, a slightly open type is chosen; so can I opt for a full-open type with a smaller diameter? After all, if the caliber is smaller, isn’t the price lower?
In that case, then why produce micro-tilt types? There must be a reason for their existence; it’s probably that I haven’t understood it
