Issues regarding the selection of small-diameter pipe fittings

Many design institutes usually choose socket-welded pipe fittings in accordance with GB/T14383 for pipes with a diameter of ≤DN40. What is the reason for this choice? Is it feasible to use fittings in accordance with GB/T12459? In other words, under what circumstances should socket-welded pipe fittings be used, and under what circumstances should butt-welded pipe fittings be used?

When it is less than 40, can both 12459 and 14383 be used?
