When our company manufactures gas equipment, it is required that flange connections with no more than 4 flange holes need to be equipped with jumper wires. However, since the flange is fully painted (the sealing surface is not painted), the jumper wires and the flange are insulated. Will the jumper wires not be effective? Also, what exactly is the role of the jumper wire?
Yes, paint jumpers won't do the trick. The function of the jumper is to conduct electricity and lead away the charge.

Static electricity is mainly caused by the friction of fluid (medium) flowing in pipes.
As for the instrumentation and equipment, there is no way to paint them all.
