Is black liquid leaking from the welds of the circulating water pipes?

As shown in the figure, it is a stainless steel pipe with circulating water inside; what is the reason for the leakage of black liquid at the welds? I hope some expert can answer my questions........
Corrosion has occurred, and it is crevice corrosion.
It is a phenomenon where the weld is not fully penetrated, allowing the material to leak out
Carbon steel pipes can be used for circulating water pipelines; stainless steel pipes are not suitable. The leakage is likely caused by weld cracks.
This is rust water; the welding was not done properly
There are issues with the welding itself; otherwise, it wouldn’t corrode so quickly
