What are the reasons for frequent leakage of safety valves?

The safety valve leaks frequently and regularly without any overpressure; the leakage lasts for about ten seconds before stopping, after which it leaks again for another ten seconds, and this repeats multiple times. No obvious sound of the safety valve opening or closing can be heard, but a clear sound of air leaking from the pipes can be heard. What could be the reasons for this phenomenon?
