The safety technical specifications for special equipment state that: “For the manufacture of pipeline components, there must be design (technical) documents and manufacturing process documents,......” Should the design (technical) documents in question be prepared by entities with qualifications for pressure pipeline design, or by those with qualifications for pressure pipeline manufacturing? And who is responsible for preparing the stress calculation reports for strengthening tees created on-site? Should this be done by the pressure pipeline design unit or by the entity carrying out the on-site fabrication?
In cases involving pressure pipelines, all documents are prepared by units with design qualifications; the construction party merely builds according to the plans and arranges for inspections.
My main question is: does the qualification for pressure pipeline design include the qualification for designing pipeline components? The regulations on safety supervision of pressure pipelines specify that pipeline components include pipes, fittings, flanges, valves, safety protection devices, expansion joints, and many other elements. Is a pressure pipeline design qualification, or a pressure vessel design qualification, required for the design of these components? For things like tees, valves, etc., is a pressure vessel design qualification required?
