Help, urgently: the pipe diameters on both sides of the flange are different. Can a wafer-style butterfly valve be installed in between?

The outer diameter of one side of the flange is 190 mm, and that of the other side is 219 mm. When flanges of the same type are connected together, can a wafer butterfly valve be installed in the middle of the flanges?
It can be installed without using a gate valve, but if the pipe grade is high, it’s best to attach a reducer to a 190mm pipe to make it 219mm in diameter before welding it to the flange; the reducer can be cut to 219*159 dimensions

Simply create a flange cover with the same pressure, or a custom flange, whose inner diameter matches that of the pipe at the 190 end; the rest can be made to match the flange at the 219 end, and that will solve the problem
The dimensions of the joints need to be the same; otherwise, it won’t fit
