What is purging? What does purging entail? Is it for starting and stopping? Then a control valve should not be necessary.

What is an exhaust valve? If it is used for nitrogen purging, and the valve closes once the set pressure downstream of it is reached after the stand-alone control valve is activated, then how can purging take place?
