Hand valves are located before and after the pneumatic on/off valve

I have a question – I would appreciate it if someone with experience could help me out. Thank you. In my work, I see that manual valves are always installed in front of pneumatic on/off valves. These on/off valves are not control valves; they can only be used to turn things on or off. My question is: can the manual valve be placed at the back? Is the manual valve a ball valve, in order to prevent the opening degree of the ball valve from affecting the flow rate?
Can the valve only be opened? ? ? ————The implicit meaning is that this valve doesn’t have a closing function? However, it seems that all valves available on the market can perform opening and closing functions. I’m really curious to see what a manual valve without a shut-off function looks like.

No, it was a misstatement; it means it can only be turned on or off, not adjusted in size. The manual valve is a ball valve.
