Piping pressure test

I happened to notice that the pressure required for testing containers was much lower than that required for testing pipes in the same system. The pressure needed for testing containers was 7.8 Mpa, while the pressure required for testing pipes reached 9.8 Mpa. The pressure requirements for pipes are thus much higher than those for equipment. Is this usually the case?
The equipment factor is 1.25 times, and the pipeline factor is 1.5 times; there should be a temperature correction as well, so the difference isn’t that large
When providing information to the equipment specialists and it is required that the equipment be pressure-tested along with the piping system, then the test pressure indicated on the nameplate will be the same as that of the piping system.
