Is it okay to use a sleeve on the flange of the hydrochloric acid pipeline?

Fearing that leaks of hydrochloric acid might harm people, the company asked the security staff to install leather covers on all the flange connections of the hydrochloric acid pipelines. I think to myself that if the PTFE gasket leaks, isn’t this sleeve essentially useless then? How does everyone prevent injuries caused by leaks in hydrochloric acid pipelines?
There are standard enclosures, made of aluminum or PVC. It is mainly to prevent sudden splashing.
Is there any appearance or scientific name, and where can I find it? Thank you; our company has always used this kind of leather

This sleeve is mainly used to prevent hydrochloric acid from spilling out.
There are specialized protective shields designed to prevent splashing, alter the trajectory of the splashes, and protect the safety of workers. It is mainly used in high-temperature, high-pressure, and corrosive environments. But many domestic factories just cover it with metal sheeting to cut costs.
