The pipelines are all short tubes; is it possible to skip pressure testing when performing 100% radiography? Are there any specifications regarding this?

No, pressure testing is necessary. 100% testing can only check welds; what if there are problems with the pipes?
You ask whether there are specifications that allow for skipping pressure testing. I ask in return: are there any specifications or guidelines that permit skipping pressure testing? If there is no basis, or the basis is ambiguous, then pressure testing must be carried out.
Water pressure is necessary after filming, unless it is a location where water testing is not possible

If the on-site conditions do not permit pressure testing, alternative methods can be used. GB50235 specifies that these alternative methods include 100% non-destructive testing of the weld joints, including surface inspection; a systematic flexibility analysis must also be conducted. Approval from the owner and the designer is required, as well as leakage tests using sensitive gases. The entire process is much more complicated than simply using a voltage resistance test
I carefully studied HG/T20581-2011 today, and there are a few sentences in it that you can refer to; as for how to interpret them, that varies from person to person.
