How to maintain and test ball valves with shut-off function?

In process flow systems, shut-off valves are widely used. Shut-off valves located in critical positions make it difficult to carry out regular maintenance due to the inability to operate them on and off. Switch maintenance can only be carried out when it is not in use. We have been waiting for the right time here to carry out inspections and maintenance. Does anyone have a better method? The valve cannot be disassembled for inspection, nor can the actuator be disassembled for inspection; please note this. We are carrying out external fat injection.
We have encountered similar situations; for such issues, it’s not possible to shut things off normally. I have always recommended installing a secondary valve, but due to the thickness of the pipelines, this has not been done yet； If it can’t be operated under normal conditions, add another manual valve ； To achieve the goal of conducting switching tests without interruption.
A foreign company has developed software that can control solenoid valves for micro-motion detection, in order to assess the control and operation of these valves; it is said to work quite well.
The cost would be too high; each valve costs over 700,000 to 800,000, not to mention the expenses for pipelines, construction, and design.
This one is available, but its cost is relatively high; moreover, if it is unstable, there is still a risk of it shutting down during testing.
What I mean is a regular valve with an additional line and a manual switch; before testing the valve’s closing performance, it’s necessary to open the valve for the additional line to prevent a disruption in the flow of material. It’s not about adding another pneumatic valve.
