Issue with manually switching cut-off valve to automatic mode

The two cut-off ball valves V6000 from Shanghai Valve Special Fluid Control Valve Company are equipped with CTR single-acting actuators and operate in a pneumatically activated mode. To switch back from manual mode to automatic mode manually, by rotating the switch handle to the pneumatic position and connecting the air supply, can pneumatic control be achieved? Is it required that the system be in off state in order to switch to pneumatic mode? I’d like to ask everyone for advice
Each valve comes with an instruction manual provided randomly, which can be found in the unit’s document room. The actuators for such valves come in various types; this can be discussed by referring to the image above.
