This refers to the connection end of the internal thread, but it includes a section of pipe (that is, a splice); the external thread on this splice connects with the internal thread, while the other end of this pipe (splice) is welded to the pipeline. I think that’s what it means; I hope fellow sailors can correct me if I’m wrong!
