What standard does the requirement in the process pipeline construction plan that “all pipes that are not in use temporarily must have their openings sealed” rely on?

There are things that don’t necessarily require a basis for existing. The purpose of sealing pipe ends is to reduce pollution and corrosion; in projects with strict regulations, if the pipes aren’t properly protected and are covered in too much rust, the owners won’t allow their use
