Settlement issues of pipeline crossings through fire dikes in tank farms

Hello, everyone in this forum. The pipes in our tank area are designed to pass through fire dikes, and the drawings require the use of sleeves, with asphalt hemp filler placed inside those sleeves. However, after prolonged operation, it was found that the pipes have settled significantly, with their bottoms almost touching the sleeves below. Does anyone have any good solutions for this issue? How do you deal with such problems?
