Material selection for extreme environmental temperatures below the lower limit of the material’s operating temperature

I am facing the following situation: the design temperature for the heat transfer medium pipeline is 200 degrees, and 20# steel has been chosen for this purpose. However, the extreme ambient temperature in this area is -39 degrees. Is this material selection appropriate? The material selection experts stated that when the pipelines are exposed to extreme environmental temperatures, they can reach -39 degrees only when the plant is shut down and extreme cold conditions prevail. At such times, the plant is stopped and there is no pressure in the system (nor any external forces), so there should be no issues with the materials used
There’s no problem; when parked, will the steel pipes freeze and get damaged?
No problem – just think of the utility pipelines; in extreme cases, would you not use carbon steel?
Design should be based on standards, and those standards specify it, which can be shared.
There’s no problem per se; the issue is that the client has raised it, and I need standard guidelines as a basis to support the design.
