Seeking help in selecting an overflow valve

Dear forum members and experts: In the existing heating primary water system, the design drawings show an overflow valve on the inlet pipe of the circulation pump. We have contacted many suppliers, who all said it is a safety valve; however, the design team states that it is not a safety valve, although it functions similarly to one. It cannot be called a safety valve, and there is no need for calibration or anything of the kind. What kind of valve is an overflow valve?
A relief valve is indeed similar to a safety valve, but its set pressure and operating mechanism differ. Generally, the relief pressure set for a relief valve is lower; it releases fluid when the flow rate or pressure in the water system exceeds the designated level, and it may remain open. Its working principle is more similar to that of a self-acting control valve.
