Can a breather valve be equipped with a root valve?

As the title suggests, I would like to ask if a breathing valve can be equipped with a root valve Is there any basis for having it or not? It isn’t covered in any of the standards I checked. Thank you!
Our factory has never seen valves with stems; the presence of a vent valve indicates that it is a pressure-relief tank, and there’s no need to disconnect it for inspection or maintenance – so what’s the purpose of a stem valve?
It’s not bad to set it if desired, as it reduces exposure to toxic gases when checking the breather valve. . . . But no one has ever done it. . .

All our designs include root valves; new projects launched later do not have them. This is related to safety – strictly speaking, root valves are not allowed to be used. If a root valve is added, it must be in an open state and sealed with a lead seal, as required by the safety authorities in our province during inspections
Are there any standards or guidelines to follow? Or is it just a requirement from the security authorities? Thank you.
