Regarding the issue of oxygen pipelines passing through the roof

The existing low-pressure (0.08 MPa) oxygen pipeline needs to pass over the roof of a building that has nothing to do with oxygen production or use – namely, the circulating water pump room. This building is approximately 16 meters wide and is located outside the oxygen production facility; does the code permit this? Clause 8.1.9 of GB16912-2008 specifies the minimum distance between oxygen pipelines and buildings and structures; however, the value representing the vertical distance from the building is indicated by the symbol “—”. Does this symbol mean that it is not allowed for the pipeline to pass through the top of the building, or does it indicate that no requirement exists regarding the vertical distance?
It is not allowed; refer to Article 11.02.3 of the Design Code for Oxygen Stations GB50030-2013. Only buildings related to oxygen production or use are permitted to have roofs covered with such material, and other applications are not allowed.
50030 is the standard for oxygen stations; must this standard also be followed outside of oxygen stations? Also, is it possible to lay the structure above the roof, or can other measures be taken to pass it over the roof?
Personally, I think it’s not allowed. The regulations state clearly that only oxygen stations or buildings that use oxygen are permitted; anything else is not allowed. In most other places I’ve seen them crossing through gutters!
