Question for assistance: Use of PVC-U pipes for transporting gaseous media

According to SH/T 3161-2011, the Technical Specification for Non-metallic Pipes in the petrochemical industry, PVC-U pipes are not permitted for transporting gaseous media. Why is that? If plastic pipes are to be used for exhaust ducts with slight negative pressure, which material should be chosen?
For slightly negative pressure applications, PVC pipes can be used; however, they cannot be used to transport gases because the pipes lose their original properties at low or high temperatures, which can lead to explosions
