Why isn’t the size of the elbow in 12459 defined using a radius?

For a 45-degree elbow, the value of dimension B and the radius differ by about 1 millimeter; why isn’t the radius used for definition?
GB/T 12459 is defined according to ASME B16.9, right? First of all, foreigners think differently from locals, and you have to admit that – even the order of grammar is different from that in Chinese ； Secondly, during the modeling phase, specifying the side lengths is convenient for calculating the length of the straight pipe after a 45-degree deflection; after all, foreigners have to use a calculator to perform the calculations again in order to verify the data.
