Should the test pressure value for the hydraulic testing of pressure pipelines be determined by the designer or the construction party?

I counted the design documents for pressure pipelines under construction recently, and in half of those cases, the design drawings and documents did not specify the test pressure value for hydraulic testing; only the design pressure value was provided. Is the test pressure for the hydraulic testing of pressure pipelines calculated by the construction party itself? The allowable stress of the material at the design temperature and the test temperature must be taken into consideration. If the material of the main body of the pipeline differs from that of the fittings attached to it, is it up to the construction party to determine the corresponding allowable stress values?

The design unit can determine it, but if the design unit does not provide it, the construction standards contain methods for calculating the relevant test pressure values, allowing the construction unit to carry out the calculations on its own. These days, general project designs no longer specify various experimental pressures.
