Insulation and heat retention issues

At some construction sites, a layer of \"radiation-proof aluminum foil\" is seen wrapped around the exterior of the insulation or between layers of insulation. There are several questions regarding this: (1) Do the existing pipeline insulation design codes have any requirements regarding this aluminum foil? (2) This radiation-proof aluminum foil is supposed to provide radiation protection; however, it has little effect on reducing heat conduction between the insulation layers. So what is the actual effectiveness of this radiation-proof layer? In other words, what is the energy-saving effect? If there are anyone who knows the answer, please help me figure it out.
