Does the Ej=1.0 requirement in the pipe description apply to the manufacturer or to the installer?

I would like to ask: in the description of pipe length in the grade table – “Pipe, API 5L PSL1 Gr.B, BE, ASME B36.10M, SAWH, Ej=1.0” – does the value Ej=1.0 apply to the manufacturer or to the contractor? Does it mean that all welds on the pipes must be inspected before they leave the factory, or that 100% inspection of the welds is required after construction?
It applies to manufacturers; that is, 100% radiographic inspection is required for the longitudinal welds before leaving the factory. Regarding the proportion of welding inspections during construction, refer to the requirements specified in the line-list, that is, the pipeline list; inspections should be carried out according to the corresponding inspection level/class indicated in that list.
