Why are the bolts on this type of valve long? Can’t they be replaced with shorter bolts on both sides?

Why are the bolts on this type of valve threaded through? They are too long, so it’s impossible to remove them when taking the valve apart; one has to remove the shorting connections first. Changing it to short bolts for easier removal – are there any regulatory requirements or standards?
It’s the first time I’m seeing this; usually, it’s secured at both ends, right? Moreover, there is a distinct groove on the inside of the valve.
Is this installing the flanged butterfly valve as a wafer butterfly valve?
Is it related to the material strength of this valve casting? Prevent the flange from breaking? :)
It was installed incorrectly; this isn’t a wafer-type valve after all – it’s designed to be secured using bolts on both sides
It seems there’s a problem with the design or installation. Check the design first, then check the installation.
Two sets of double-headed bolts can be used for the two flanges respectively.
The concentricity of the pipe flanges will be better, the integrity with the pipe will also be improved, and the stress on the valve body itself will be much reduced.
It looks a bit like a telescopic flange, but upon closer inspection it isn’t one. I can’t figure it out!
